Haiti: Civil society organizations' action yields result - 4 November 2005

Latortue at last moves to sign up to Chávez's PetroCaribe deal.


Reports in the Haitian media state that Haiti has begun negotiations to join PetroCaribe, the Caribbean-wide agreement on the supply of Venezuelan oil on concessionary terms.

In early October, Venezuelan president Hugo Chávez publicly announced that Haiti could join the 11 other Caribbean countries that had already agreed to be supplied with fuel on low interest terms and with deferred payment. However, the interim government of prime minister Gérard Latortue had not reacted.

Now it appears as though the pressure applied by the Collective to Mobilize against the High Cost of Living - a coalition of Haitian civil society organizations - has paid off.

In September, the Collective (Kolektif Mobilizasyon Kont Lavichè in Cr
eole) began organizing demonstrations against the continued rises in fuel prices in Haiti, and started to collect signatures for a petition calling on President Chávez to press for Haiti's inclusion in PetroCaribe.

During October, the Collective kept up the pressure on the Latortue government issuing press releases demanding to know why Haiti was one of the only Caribbean countries not taking advantage of the Venezuelan offer. In this context, the Collective asked why the Latortue government was still ignoring the plight of the majority of the Haitian people who have been experiencing a sharp decline in living standards as prices of transport and many commodities have continued to rise.

The Haiti Support Group congratulates the Collective to Mobilize against the High Cost of Living on its efforts, and reaffirms its determination to provide solidarity to civil society organizations working with the majority population for participatory democracy and progressive solutions.

Yes, if it was Aristide, he would have signed this agreement right the way.
As we know, Chavez is not in good term with the Bush Administration, and unfortunately, the Interim Government couldn't at that time accept this offer from the Chavez's government. They did not have the clearance of the International Community that would provide them with the funding that could allow them to take advantage of this deal.

Now, I wouldn't be surprise if those guys take half or even more of Haiti's quota of gasoline and resale it to the US at regular market price, and make a huge profit --and the Haitian people are still in the dark waiting with an empty bag.

Thanks for that reply. I am glad you are not one of those persisting with the absurd falsehood that Aristide stood up to the international finance institutions and the Haitian elite and that is why he was ousted. I agree with much of what you write but on the specific issue of where the funding for the members of the Collective comes from, I am not convinced by the information you supplied. Yes, you pinned down SOFA, and I believe that Pierre Esperance of what was once known as NCHR-Haiti played or plays a role in the POHDH, but what about the others? What I really think is cheap is labelling dedicated activists trying to organise people in a progressive struggle as stooges who have been bought by foreign money. The people from MODEP, MEGA and PAPDA who I have met are genuinely committed to the struggle - that's why they opposed Aristide and his FL government.

Organising at the grassroots is the only way the Hai
tians are ever going to get out of the mess they are in, and it is shameful that so many people have chosen to ignore or condone the use of murderous and destructive violence in the name of Aristide - month after month of that violence did not serve the interests of the Port-au-Prince poor nor did it do anything to open up the terrain for grassroots organising for the fundamental changes that the Haitian people must implement themselves. Instead, some powerful people persisted with the idea that such change can be implemented from the top (the president) - and that, I feel sure you agree, is not and was not ever going to happen.
