In response to the recent political turmoil in Haiti, OTI initiated the Haiti Transition Initiative (HTI) in May 2004 with implementing partner International Organization for Migration (IOM).
In response the creation of a government bureau to deal with the former military, OTI/Haiti presented a plan to assist the Interim Government of Haiti in four key ways:
1. Facilitate work with the MINUSTAH and other international donors to formulate a plan for disarmament, demobilization and reintegration (DDR);
2. Provide technical assistance to enable the creation of a strategic
3. Register 6,000 ex-FAd’H soldiers and 300-400 officers as a first step towards designing a comprehensive reintegration package; and
4. Provide limited logistical assistance to the bureau to enable it to get off to a quick start.
OTI/Haiti was instrumental in providing insight and support to the development of a framework for the DDR process, which allowed stakeholders to quickly discern the opportunities for action as well as a number of pitfalls built into the process. In addition, when the government decided to move ahead with DDR activities in the last days before the December holiday season, OTI was able to respond with technical assistance on the very next day.
